What is Project 2025?
A guide to the plan, its origins, and how to distinguish proposals from government actions and independently verified outcomes.
What is Project 2025?
Project 2025 is a conservative presidential transition initiative organized by the Heritage Foundation with support from allied organizations. It prepared a policy agenda, government personnel pipeline, training system, and rapid implementation plans for an incoming Republican administration.
The proposals address federal agency restructuring, immigration, reproductive rights, LGBTQ+ protections, education, environmental rules, economic policy and social programs. A proposal is not itself a law or an implemented policy: OMNIS distinguishes proposed changes, executive actions, enacted legislation, court decisions and verified outcomes.
Four pillars
Debate and consequences
Supporters argue that the agenda would reduce bureaucracy, clarify government priorities and increase executive accountability. Critics warn that it could undermine checks and balances, politicize federal administration, and reduce protections and public services. OMNIS evaluates each specific action against primary-source documents and its actual legal status.
